Prelicensing Course Outline

The Office of the Commissioner of Insurance (OCI) has developed a prelicensing course outline (see below) which provides the details on the subject matter to be covered during the prelicensing training, including specific allocation of hours to each topic. Providers should use this outline in developing and updating their educational materials and programs.

Examination Content Outline

The examination is based on a detailed content outline of topic, subtopics, and references to applicable state laws, statutes and regulations. The content outline, available below, can be used by providers to develop and update their educational materials and programs. Content outlines are updated periodically to reflect changes in practice, state laws, and regulations.

Navigator Study Materials

OCI has assembled the following materials to assist individuals preparing for the navigator examination:

The items are brief summaries of select laws and rules and are not complete summaries. Providers can use these items to develop and update their educational materials and programs.

Prelicensing Course Application

Approved prelicensing providers wishing to seek approval for a navigator prelicensing course approval should submit the course to Pearson Vue using the Navigator Prelicensing Course Application form. OCI is currently expediting the review of these courses.
