Nonnavigator Assisters/Certified Application Counselors

Wisconsin insurance law defines nonnavigator assisters as individuals who have been designated by or working on behalf of the federal exchange. Nonnavigator assisters include in-person assisters, enrollment assisters, application assisters and certified application counselors. All nonnavigator assisters must become authorized by the federal exchange to provide nonnavigator assistance to consumers and be registered with the Office of the Commissioner of Insurance (OCI).

Certified Application Counselors

Initial Education Requirement

Under the Wisconsin insurance laws, certified application counselors (CACs) are required to meet the 16-hour prelicensing training requirement established for navigators and any federally required exchange training for CACs. The prelicensing training course for CACs is the same course individual navigators are required to complete. There are vendors offering training courses across the state. Fees and offerings may vary depending on the vendor. To view a list of approved courses visit www.sircon.com. Select "Look Up Education Course/Credits;" select "Approved Courses Inquiry;" select "Wisconsin;" click "Submit;" select an "Education Type" of "Pre-Licensing Education" and a "Course Category" of "Navigator PE;" and click "Submit."

It is highly recommended that candidates take the prelicensing training before sitting for the examination.

OCI has also taped a training session that is posted to the Department of Health Services Web site and available to anyone who is interested. This training will be especially beneficial to income maintenance employees who are exempt from state CAC training requirements.

Each person taking an examination will be responsible for knowing the material covered in these materials. They should be read carefully and completely.

Certified application counselors must also complete annually at least 8 hours of continuing education.

Registration Requirement

Certified application counselors must be registered with OCI. The entities that employ, supervise or are affiliated with one or more CACs are required to complete the registration process with OCI. CACs should retain a copy of the documentation demonstrating successful completion of the prelicensing and examination requirement for their own records. In addition, they should provide their employer/sponsor with a copy of the documentation.

Entities employing, supervising or that are affiliated with one or more certified application counselors or nonnavigator assisters must provide the Office of the Commissioner of Insurance (OCI) with a list of all certified application counselors and nonnavigator assisters that it employs, supervises, or is affiliated with.

Upon becoming authorized by the federal exchange to provide CAC assistance, the entity must register with OCI and provide the office with a list of all the individual CACs and any other nonnavigator assisters it employs, supervises, or is affiliated with.

CAC entities register with OCI by using the Nonnavigator Business Entity Initial Registration/Updates (OCI 11-092) form. This form is available for download free of charge on the OCI Web site at http://oci.wi.gov/agentlic/forms-apps.htm. Completed forms should be e-mailed to ocialdocuments@wisconsin.gov.

NOTE: Any government entity is exempt from the state registration requirements.

Ongoing Reporting Requirements [s. 628.96, Wis. Stat.]

Entities employing, supervising or that are affiliated with one or more nonnavigator assisters must also provide OCI with monthly updates, if any, to the list of individual certified application counselors and other nonnavigator assisters it employs, supervises, or is affiliated with. Updates are to be reported by completing and e-mailing the Nonnavigator Business Entity Initial Registration/Updates (OCI 11-092) form to ocialdocuments@wisconsin.gov.
