Effective July 1, 2001, OCI promulgated ch. Ins 25, Wis. Adm. Code, concerning Privacy of Consumer Financial and Health Information. This administrative rule was promulgated in response to the Gramm-Leach-Bliley Act (GLBA), a federal law concerning financial modernization. Chapter Ins 25, Wis. Adm. Code, is patterned after the National Association of Insurance Commissioner's (NAIC) model privacy regulation which was developed to comply with GLBA. On June 19, 2001, Commissioner O'Connell issued a Bulletin announcing the rule and gave some basic instructions for compliance.
